AANZFTA stands for ASEAN-Australia-New Zealand Free Trade Agreement and is applicable for trade between Australia, New Zealand, Brunei, Myanmar, Cambodia, Indonesia, Laos, Malaysia, the Phillipines, Singapore, Thailand and Vietnam.
The Agreement Establishing the ASEAN-Australia New Zealand Free Trade Area (AANZFTA) was signed in Thailand in February 2009 by Australia, New Zealand and the 10 member countries of ASEAN. The Agreement entered into force on 1 January 2010 for 8 of the 12 countries that signed the Agreement. The Agreement entered into force on 12 March 2010 for Thailand, on 1 January 2011 for Laos, on 4 January 2011 for Cambodia and on 10 January 2012 for Indonesia.* (Source: DFAT website)
What is AANZFTA First Protocol?
On 1 October 2015, The First Protocol to amend the original AANZFTA entered into force. The First Protocol has been gradually implemented by all AANZFTA countries with the exception of Indonesia, where it will enter into force as Indonesia notifies the other parties to the agreement that is has completed its domestic requirements. What are the benefits of AANZFTA for exporters & importers of goods?
AANZFTA allows for the progressive reduction or elimination of tariffs facing Australian goods exported to ASEAN countries, and the progressive elimination of all Australian tariffs on imports from AANZFTA parties. These tariff commitments only apply to those goods exported or imported from an AANZFTA party that meet the Agreement's Rules of Origin (ROO)*. (Source: DFAT website)

What is AANZFTA First Protocol Certificate of Origin?
AANZFTA First Protocol Certificate of Origin is documentary evidence that good originate in a country which is party to the ASEAN-Australia-New Zealand Free Trade Agreement.
A special AANZFTA First Protocol Certificate of Origin template is available to be completed and signed by the exporter to be processed by the Chamber. It can be completed and submitted by the freight company on the exporter's behalf.
To obtain an AANZFTA First Protocol Certificate of Origin, you must first register with us as an exporter under AANZFTA. Once obtained from the Chamber, the original AANZFTA First Protocol Certificate of Origin should be forwarded to the importer to clear the goods through overseas customs in AANZFTA countries.
A separate, valid AANZFTA First Protocol Certificate of Origin is required for each shipment of goods in order for your importer to claim preferential duty rates under AAZFTA First Protocol.
Are my goods eligible?
For Australian exporters in general, goods which are 'originating' under AANZFTA and eligible for AANZFTA First Protocol Certificate of Origin are:
- Wholly produced or obtained in a party (Australia or any of the other AANZFTA countries) as provided in Article 3 (Goods Wholly Produced or Obtained)
- Not wholly produced or obtained in a party, provided the goods have satisfied the requirements of Article 4 (Goods Not Wholly Produced or Obtained)
- Produced in a party exclusively from originating materials from one or more of the parties, and meets all the other applicable requirements

Why do I need an AANZFTA First Protocol Certificate of Origin?
AANZFTA First Protocol Certificate of Origin is required to demonstrate the originating status of your goods to the customs authorities in the AANZFTA countries in order for your importer to qualify for the reduced tariff rates under the AANZFTA First Protocol.
Or simply put, AANZFTA First Protocol Certificate of Origin is required to access the reduced tariff/duty rates on goods under the AANZFTA First Protocol.
How do I obtain an AANZFTA Certificate of Origin?
Step 1: Complete AANZFTA Registration Form to become a registered exporter under AANZFTA.
Step 2: Email your completed AANZFTA Registration Form to Business Chamber Queensland International Trade Services to [email protected].
Step 3: Once your form has been received and accepted, we will email you your company registration number under AANZFTA and the AANZFTA First Protocol Certificate of Origin template with the corresponding instructions on how to complete this. We may also request supporting evidence.

Step 5: Forward the original (printed in colour, double sided on A4 white paper) of the AANZFTA First Protocol Certificate of Origin to your importer.
