Certificates of Origin

A Certificate of Origin is a document that certifies exactly where goods were manufactured, grown or produced. Certificates of Origin are used internationally in modern trade with millions being issued each year.

Why do I need a Certificate of Australian Origin?

A Certificate of Australian Origin is required:

  • to export certain goods from Australia.
  • for customs clearance at the port of destination.
  • as stipulated within the letter of credit.
  • as evidence of the goods origin when negotiating a sales contract.

In some free trade agreements, the importer requires preferential Certificates of Origin to qualify for preferential
tariff rates under the FTA. For example, under the provisions of China-Australia Free Trade Agreement (ChAFTA), the
ChAFTA Certificate of Origin is required and is available from Business Chamber Queensland.

The increasing number and complexity of Free Trade Agreements (FTAs) has emphasised the importance of correctly
identifying the origin of imports. That’s why exporters need to obtain Certificates of Origin and Certified
Declarations of Origin for each shipment.

Certificates of Origin can be either:

  • Non-preferential – to certify the origin of goods for trade with most countries
  • Preferential – to certify the goods for free trade agreement benefits.

What is an electronic Certificate of Origin and is it acceptable overseas?

By electronic Certificates of Origin, we refer to Certificates of Origin submitted via the
EssCert or CertConnect digital platforms and processed through an online system.

Most countries accept electronically issued Certificates of Origin, including Certificates of Origin associated
with free trade agreements.

However, to qualify as an original Certificate of Origin, it must also be printed by the exporter
on A4 white paper, in colour, and double-sided where there are
overleaf notes.

We do not recommend emailing electronic certificates to the importer.

ATA Carnets

An ATA Carnet is an international customs document that permits the duty-free and tax temporary export and import of goods into more than 80 countries for up to one year.

What is an ATA Carnet?

Think of the ATA Carnet as a passport for goods you’re travelling overseas with and returning with. It allows those
goods to travel to multiple destinations, multiple times, both duty and tax free, for up to one year.

For example, if you’re taking professional equipment or product samples overseas to be used for commercial purposes,
but plan to bring them back, you should consider an ATA Carnet to avoid paying customs duties and taxes. ATA Carnets
are not intended for goods that will not be returning to Australia such as consumables, trade samples given away at
trade shows, or goods you intend to sell at your destination.

What does an ATA Carnet cover?

An ATA Carnet covers a wide range of goods used for commercial purposes:

  • Commercial samples
  • Jewellery
  • Professional equipment
  • Scientific equipment, musical instruments, theatrical costumes, TV and sound equipment
  • Photography and advertising goods and equipment
  • Equipment for sporting events
  • Goods for international exhibitions and trade fairs, conferences, lectures and presentations

Attestation is the process of verifying the authenticity of official documents. Some countries – including the United Arab Emirates, Thailand, and Qatar – require Australian businesses to have export documents attested. Not all jurisdictions require attestation. Our international trade officers can clarify requirements for your export plans.
